ANDRA CLARIFIES AUSTRALIAN STANDARD ON HELMETS

ANDRA has recently launched an investigation into helmets currently available in the Australian market through a generic brand supermarket chain. The helmet contains potentially misleading information with the attached label / decal indicating that the helmets compliance with the Australian Standard is monitored by another overseas company.

The information contained in the packaging that comes with the helmet indicates that the helmet has been tested in accordance with the Australian Standard 1698. After consultation with SAI Global, Standards Australia’s testing and marketing division, this has been rejected as true and correct and ANDRA has been informed that the only accepted Australian Standard Certified products are covered by the ‘5 ticks’ label / decal. The following statements have been made by SAI Global representatives;

“Please note this helmet has not been certified by SAI Global. Products certified by SAI Global undergo a rigorous certification process. This means that the consumer can be confident that when they purchase an item with the ‘5 ticks Standards Mark’ it fully complies with the Standard and the factory is constantly monitored for quality and the consistency of the product they produce. In the case of crash helmets, if the product fails there is a high likelihood of death or serious injury, therefore if an individual purchases inferior product, clearly they have made the choice of putting a financial gain (the savings) ahead of their life.”

The ‘5 ticks’ Standards Mark which is the only acceptable Standards Australia label / decal, is silver with a red edge with the ‘5 ticks’, current standard and bar code.

Helmets presented with any other decal cannot be accepted as meeting the current ANDRA required minimum Australian Standard. It has also been noted that a similar issue may be evident with helmets claiming to meet the current SNELL Standards. The required certification decal for any helmet tested and certified by SNELL will carry the attached (below) decal on either the outside of the helmet and/or attached to the inside of the helmet shell under the lining.

ANDRA STATEMENT ON PROTECTIVE CLOTHING

ANDRA has been notified by the SFI Foundation (US) that some items of protective clothing manufactured by Impact Racing Products have had their certification removed. These are Impact driving suits displaying SFI 3.2A/15 and SFI 3.2A/20 required in certain ANDRA classes.

SFI and ANDRA have been liaising on this matter.

SFI stated that “temporary decertification was based on the failure of an audit test of an Impact suit represented as being manufactured in 2007 and badged with an SFI 3.2A 2007 patch.” SFI also stated that “further testing and investigation are ongoing”.

ANDRA will monitor the situation beginning with an audit of potentially affected protective clothing at the Willowbank event on August 8 and 9.

CHANGES TO ANDRA HOMOLOGATED FUELS LIST

The Australian National Drag Racing Association Inc. (ANDRA) advises that the fuels listed in Table 1 are the only fuels acceptable for use in ANDRA Drag Racing. The revised list comes after the removal of VP ROO25 and VP C-25 from the approved list. All fuels listed in TABLE 1 will be approved until such time as an updated list is published.

ANDRA TECHNICAL BULLETIN - PRODUCT RECALL FOR IMPACT RACING PRODUCTS

ANDRA has been formally advised by SFI Inc. that a Notice of Decertification was issued to Impact Racing Products Inc. regarding certain products (listed below) and that Impact has issued a Notice of Recall of such products. Therefore, effective immediately, the products listed below will no longer be accepted for use in ANDRA competition.

• Driver suits, pants, and jackets manufactured in 2008 identified as compliant with SFI Specification 3.2A/15 or 3.2A/20
• Driver shoes and boots manufactured in 2008 identified as compliant with SFI Specification 3.3/15 or 3.3/20

SFI has informed ANDRA that products manufactured in 2007 and 2009 are being further evaluated by SFI.

CLARIFICATION OF THE USE OF OPEN FACE HELMETS IN COMPETITION

ANDRA would like to offer clarification of the use of open face helmets in ANDRA Championship Competition, including off street events.

The current ANDRA Rulebook states, in relation to the slower sedans and motorcycles encountered at these off street events, that:

All other sedans slower than 8.99 seconds (1/4 mile) / 5.70 seconds (1/8 mile) and drivers or riders of vehicles not previously covered must use a full face helmet meeting one of the following standards. This also includes all other vehicles slower than 10.99 seconds (1/4 mile) / 7.00 (1/8 mile) who are permitted to use any helmet meeting one of the following standards:

SNELL SA2000, SA2005, SFI 31.2A (US)
SNELL M2000, M2005, SFI 41.2A (US)
BS 6658-1985
AS/NZS 1698:2006 (AS/NZS 1698)


The statement for all other vehicles slower than 10.99 / 7.00 that “any helmet meeting one of the following standards” actually permits the use of any open or full face helmet meeting one of the stated standards. Previous Technical Bulletins has documented the labeling as found on these helmets.

The current helmet section has been reworded to ensure that there is no further confusion. This will be presented to the NCC in May for their ratification.

ANDRA STATEMENT ON ALCOHOL FUELS

The Australian National Drag Racing Association (ANDRA) has strict criteria covering methanol and ethanol fuels permitted in drag racing competition.

ANDRA Fuel Consultant, Ken Dickie explained “As has previously been stated (Technical Report September, 2007), the only additive permitted in these fuels is upper cylinder lubricant, where the specific gravity does not move outside of the ANDRA specifications.”

“All performance enhancing components are illegal regardless of when they are added to the basic product,” Dickie concluded.

ANDRA fuel testing permits only minor variations from the basic for specific gravities of these two products, Methanol 0.794 and Ethanol 0.789. Any fuel tested showing a specific gravity outside those parameters will result in the loss of that pass whether in qualifying or eliminations. Further failures to meet these ANDRA parameters may result in disqualification from the event and/or tribunal action.

ANDRA will continue to use laboratory testing facilities for more enhanced testing if any fuel is suspected of not meeting any of these conditions. Such testing will be carried out at upcoming ANDRA Championship events.

SUPER STREET – THROTTLE STOPS
ANDRA has been contacted by several competitors in relation to the use of throttle stops in Super Street. The current ANDRA Rulebook, 3.3 SUPER STREET, states the following:

“The use of tender vehicles, delay devices and throttle stops is not permitted.”

There seems to be some confusion on what constitutes a throttle stop in Super Street. The ANDRA Rulebook, in other classes, quite clearly state that “Electronics, pneumatics, hydraulics or any other device must in no way affect throttle operation.” This is the same for Super Street. Any of the mentioned devices that act as a throttle stop, limiting or controlling device must be deemed illegal.

Under 5.11 Interpretation of Rules it states “Unless the Class Requirements or General Regulations specifically state that a modification or optional equipment is permitted, it will not be allowed.”

If any electronic, pneumatic or hydraulic throttle stop, limiting or controlling device is found to be used by a Competitor in Super Street it must be removed or the vehicle will not be permitted to compete in the category. Mechanical, pre-set, throttle limiters are permitted in Super Street.

CLARIFICATIONS OF CURRENT AUSTRALIA STANDARDS WITH REFERENCE TO HELMETS

ANDRA has been contacted by a number of competitors concerning a perceived lack of availability of helmets meeting the current Australian / New Zealand Standard. It also appears that many helmets currently on the market have the older AS1698 standard decal, indicating that the helmet may not meet the required AS/NZS 1698:2006 – AS/NZS 1698 standard.

The AS/NZS 1698:2006, which is also labelled as AS/NZS 1698, supersedes both the older AS 1698:1988 and AS 1698:1974. After further communications with Standards Australia, confirmation has been again obtained clearly stating that the actual accepted standard and labelling is the newer standard; AS/NZS 1698:2006 – AS/NZS 1698.

Older standards are no longer recognised by Standards Australia for motor sport activities and therefore are not acceptable. ANDRA again wishes to inform all Tracks, Track Officials, ANDRA Officials, National Control Council Members and Division Delegates that it was Standards Australia that took this course of action which ANDRA needed to implement as a matter of safety. The following was sent directly to ANDRA from Standards Australia / SAI Global as part of a recently written reply on this subject:

“Since the Standard was revisited in 2006 our label has changed slightly.

We never put the year on our standards mark labels, the way you can differentiate the new label in that it now shows AS/NZS 1698, the previous label was only AS 1698.”


The decal / sticker that appear on all helmets meeting the new Australian Standard is:

Other helmet standards accepted by ANDRA, directly related to relevant performance levels found in section 4.10.8 Helmets of the 2008/2009 ANDRA Rulebook, are SNELL SA2000, SNELL SA2005 , SNELL M2000, SNELL M2005, SFI 31.2A, SFI 41.2A (or later) and BS 6658-1985.

On November 5 2008 the NHRA issued a media release titled “NHRA Technical Services previews rules changes for 2009 season”. Through this release there were several references to the K98 helmet standard no longer being permitted. Currently ANDRA does not permit, nor accept the K98, as an accepted helmet standard for use in ANDRA Championship Drag Racing.

TECHNICAL INSPECTIONS – is yours current?

Competitors are reminded that all even license holders Technical Inspections were due, and would have expired, on 30/09/2008. Officials in NSW have reported a large number of competitors presenting at the first event after the cut-off date at the Western Sydney track with expired Technical Inspections.

The 2008/2009 ANDRA Rulebook states that “vehicles must undergo Technical Inspections every two years” and that “One or two days will be scheduled annually in each division when inspections will be carried out, or special arrangements may be made for a fee, through the relevant Division Director”. Competitors who present without a current, or expired, Technical Inspection will not be permitted to compete until such time that they can arrange for their vehicle to undergo a full technical inspected.

The current technical inspection sticker for even license holders is blue.

Andra Confirms Replacement Face Plate For Rotary Engines Permitted

The ANDRA National Control Council has confirmed that the replacement face plate for Mazda three rotor engines submitted for consideration are accepted for use in all ANDRA Championship Drag Racing classes.

The ANDRA Technical Department has reviewed the specifications for the locally manufactured replacement part and has granted approval for the use of the approved component in three rotor Mazda engines, with support of the National Control Council.

The only replacement centre plate currently approved by ANDRA for use is Part No. TS 9801-1002. The original equipment item, Part No. NF01-10-D50D will still be accepted.

Electronic Fuel Injection Permitted in Group Two.

From 1/9/2008, electronic fuel injection (EFI), using ANDRA approved / nominated ECU’s, will be permitted in all naturally aspirated Competition, Super Stock, Super Compact and Competition Bike classes permitted the use mechanical fuel injection. C/Dragster, C/Altered, G/Gas, F/G, F/GA and Modified Sedan are excluded. This change has been under consideration since 2005 and most vehicles using carburetors or mechanical fuel injection will be permitted to make the change. Management software complying with ANDRA limits will be mandatory.

Neck Collar / Head And Neck Restraints

With the continued development of Head and Neck Restraint Systems around the world, primarily in lieu of the use Neck Collars, the ANDRA Technical Department has conducted an investigation into their use and application within the sport. After completion of this investigation ANDRA wishes to inform all competitors that effective immediately the use of proprietary head and neck restraint systems recognised as fit for purpose, and meeting 4.10.7.2 Head and Neck Restraints, are permitted in all applications where a neck collar is required. This will include Junior Dragsters and all cars quicker than 7.50 seconds (1/4 mile) / 4.90 seconds (1/8 mile). This now gives competitors the choice of using neck collars and/or proprietary head and neck restraint systems.

Clarification Of Ethanol / Methanol Rule

Due to the recent development of new fuels ANDRA restates the requirements for ethanol or methanol that can legally be used in ANDRA sanctioned drag racing.

The addition of substances to ethanol or methanol for the purposes of lubrication is permitted where the specific gravity is not adversely affected.

Neither the manufacturer nor any other person may add any other substance for any other purpose.

Any ethanol or methanol that is suspected of being outside these guidelines will result in a sample being sent to the official ANDRA testing laboratory for analysis. Failure of the fuel sampled to meet the stated ANDRA guidelines may result in disqualification and/or tribunal action.

Competitor And Crew Reminder On Fuel Handling

Competitors and crew involved in the refuelling of vehicles and/or pit equipment are reminded that the ANDRA Policy on fuel handling. Fuel handling procedures are covered in the ANDRA 2007/2008 Rule Book (4.1.6 page 108).

Only ethanol, methanol, nitro methane, and hydrocarbon fuels homologated with ANDRA will be permitted. The addition of substances to ethanol or methanol for the purposes of lubrication is permitted where the specific gravity is not adversely affected. It is the responsibility of the driver to confirm the brand and type of fuel being used. Unacceptable test readings may result in immediate disqualification and/or ANDRA Tribunal action. Results of subsequent laboratory analysis found to be noncompliant within 28 days of the event, will render the competitor liable to a fine of $2000 and 12 months suspension of their ANDRA competition privileges.

The following procedures must be followed when handling fuel during events.

No naked flames within 10 metres of any point where refuelling or draining of fuel is taking place.

Plastic or composite containers are to be approved for the storage of Group 3 Dangerous Goods.

When refuelling or draining fuel from a vehicle an earth strap must connect the fuel container and fuel tank of the vehicle.

Refuelling or draining of fuel from vehicles is not permitted in any enclosed, unventilated area. All ignition sources (electric fans, battery chargers, welders or any other electrical device) must be removed or switched off before refuelling takes place.

Any spill must be cleared immediately and reported to a Track Official.

As a minimum, ALL race teams are to have a fire extinguisher meeting General
Regulation 4.9.4. in their paddock area at all times.

Head Protection Clarification

In the current 2007/2008 rulebook, 4.10.7.1 Head Protector, states that “Drivers are reminded from 31/8/2007 where the drivers body or helmet make contact with roll bars or cages, padding meeting SFI 45.1 or FIA 8857-2001 must be fitted.”

This is a misprint and the date for this should actually be 31/8/2008. ANDRA feels that this gives racers a full 12 month lead in to fit the required padding.

Super Street 11.0 Second Clarification

During the August ANDRA General Meeting the issue of Super Street and the 11.00-second cut-off was discussed in detail. A uniform national approach to the enforcement of the 11.00-second (1/4 mile) cut-off for vehicles running quicker than 11.00 during eliminations at Championship Events was adopted.

Competitors will be disqualified from competition, except in the event of a dual 11.00-second infringement in the final round of eliminations where the lesser infraction shall be deemed the winner, if both competitors run quicker than the 11.00-second (1/4 mile) cut-off.

Competitors are reminded that qualifying passes faster than 11.00-seconds will be placed in the lowest qualifying position and that dial-ins must remain within class limits.

A Reminder For Racers

ANDRA would like to take the opportunity to remind all racers that with the start of the 2007/2008 ANDRA Championship season at WSID’s AC Delco East Coast Nationals, racers should check to ensure that all their credentials are fully up to date and valid.

Credentials must include ANDRA Licences, Log Books, Technical Inspections and Leaded Fuel Passports. “Finding that your credentials are out of date, or invalid, at any meeting is the worst feeling”, said ANDRA Technical Consultant David Baker, “So a friendly little reminder may help some racers. The fuel issue is an important one and we need to stress that this is an area that will be given closer scrutiny.”

CC/AA Weightbreak Clarification

Due to a misprint in the 2007/2008 ANDRA Rulebook, the weightbreak for CC/AA has been listed incorrectly. ANDRA technical wishes to clarify that the correct weightbreak can be found on the CLASSES Section of the ANDRA website (www.andra.com.au) and reads:

CC/AA - 134.2 kg/litre (4.85 lb/cubic inch) minimum, for iron V8 engines with capacity limit of 366 cubic inches (5995 cc). Cast true wedge or canted valve cylinder heads only, Aluminium castings are optional. Mechanical supercharging only, limited to maximum of 8-71 GM with standard rotor helix and case.

5 Speed Clutchless Gas Index Adjustments

With the introduction of 5-speed clutchless transmissions into Gas classes which permit the use of manual transmissions, a 0.15 second index adjustment was recommended by the NCC and endorsed by the IRC. Those classes affected by the change are listed in the table below with their old and new indexes, which will be effective from the first event of the 2007/2008 ANDRA Championship Season, the AC Delco East Coast Nationals at WSID on August 31st and September 1st 2007.

Changes To Street Bike Transmission

The National Control Council has voted to permit the use of ignition interruption to facilitate gear changes in the ANDRA Street Bike class. ANDRA wishes to advise that the wording in section 3.10.1, STREET BIKE, Drive Train, d) Transmission on page 44 of the current ANDRA Rulebook has been amended to read:

“Air or electric gear change devices not permitted. Each individual shift must be controlled manually by the rider’s foot. Ignition/fuel interruption to facilitate gear change permitted.”

This is effective immediately.

Supercharged Outlaws Cut-Off Rulebook Clarifications

Following the publication of the 2007/2008 Australian National Drag Racing Rulebook, ANDRA would like to issue the following clarification regarding the ET cut-off for Supercharged Outlaws.

Commencing at the start of the 2007/2008 season, a 6.50 cut-off for both SC/O and SC/S is to be implemented. The 2007/2008 Rulebook states that both the SC/O and SC/S classes are for vehicles "qualifying 6.50 seconds (1/4 mile) or slower". ANDRA wishes to clarify that for both SC/O and SC/S the cut-offs are for vehicles qualifying between 6.50 to 7.99 seconds (1/4 mile).

5 Speed Clutchless GAS Index Adjustment Set

At the April NCC Meeting the board endorsed the recommendation that clutchless transmissions using up to five forward speeds would be permitted in all Gas classes that already permit the use of manual transmissions.

With the additional transmissions now permitted, there also needs to be a corresponding index adjustment. The NCC recommended to the Index Review Committee an adjustment of .15 of a second. After investigation, including discussions with transmission manufacturers, the IRC supported the recommended figure and the adjustment of .15 will be made immediately on all relevant Gas classes.

The IRC will monitor this and assess the effects on the eliminator throughout the season.

D/SB and ST/B Indexes Set

In a positive step forward, the NCC has introduced two new bike classes to commence in the 2007/2008 season. The two classes, being Super Twin Bike (ST/B) and D/Street Bike (D/SB), have been introduced to allow more options for people wishing to enter Group Two.

ST/B accommodates the V-Twin bikes now so popular in the Australian market and the new D/SB has been included after the old capacity limits were revised. The Index Review Committee conducted an intensive investigation to formulate the required indexes and after reviewing both known local and international performances has put the following indexes in place;

The IRC will monitor these indexes, and performances, and make any required adjustments throughout the season.

MSD 8973 Not Within ANDRA Drag Racing Championship Rules

Following the thorough investigation by the ANDRA Technical Department of the MSD 8973 product, it has been confirmed that his device is not within ANDRA Drag Racing Championship Rules and Regulations as listed under section 4.9.2 of the ANDRA Rule Book.

ANDRA Rule 4.9.2 specifically forbids "reactive equipment such as RPM, pressure or timer activated devices”. The MSD 8973 incorporates a pressure reactive function making it unsuitable for use in ANDRA Championship events under the current regulations.

The MSD 8973 is not suitable for use in ANDRA competition unless specifically allowed under class regulations.

Data Logging / Recording Devices

In early 2006 ANDRA issued a bulletin regarding the use of data logging equipment in drag racing competition. As the range of data logging systems and electronic engine, drive-train and vehicle management equipment continues to increase the task of policing limits in various classes has also grown.

Regulation 4.9.3, Data Logging/Recording specifically states:

• Data logging/recording devices may be used to record the functions of a vehicle permitted under class regulations, providing they do not activate any function on a vehicle.

• The activation or use of any port, connection or function with output capability on any data logging device to control or influence any part of a vehicle during a run (eg activation of solenoids or servos, control of ignition timing or fuel flow etc) is prohibited.

• Wiring of any data logger/recorder must be fully visible and traceable by the ANDRA Officials.

• Devices may be removed, or related configuration software downloaded, at any time at the discretion of ANDRA Officials.

ANDRA is aware of some data logging devices which have output capability and is concerned to ensure their use is in strict compliance with the regulations to ensure fair competition. Some devices combining logging and management functions in the same unit have been permitted, on the basis that timer functions were entirely separate and there was no interaction with, or reactive influence on these outputs. This area may only be policed electronically and the task presents some challenges.

ANDRA will appoint an external consultant to inspect and test such units at selected Group One events through the remainder of the current season. Initial tests will focus on the independence of timer functions for fuel and ignition, which must be preset and may only be initiated by a single external switch.

Lock Up Clutches In Top Alcohol And Top Doorslammer Under The Microscope

The ANDRA Technical staff conducted an informal audit of lock up clutches at the recent Winternationals. As a consequence of the audit, ANDRA reminds competitors in both Top Alcohol and Top Doorslammer that the current rulebook does not permit the use any form of regulation or restriction in the operation of these clutch types.

The current wording from the ANDRA Rulebook states; The use of two-stage clutch systems incorporating a lock-up function is permitted where a maximum of six pressure plate fingers are used with no more than two finger heights, and actuation is by an externally mounted, single action pneumatic servo using no regulation or restriction, acting directly onto the release lever/cross shaft and operated by a direct action push-pull (double detent) button. Pressure plate fingers providing the lock-up function must be fully released in one action by movement of the actuating button. Otherwise, the clutch must be manually operated by the driver’s foot, electronics, pneumatics, hydraulics or any other device may in no way affect the clutch system and other staged or variable release clutches of any description are prohibited.

Competitors found to have systems outside of the regulations could find themselves facing disciplinary action, including potential fines, disqualification, suspension and/or tribunal action.

Ballast Installation And Use To Be Scruitinized

After the recent Winternationals the use of Ballast on vehicles, especially Junior Dragsters, was reviewed. It was noted that several Junior Dragster competitors have ballast, several in the form of ‘weight bars’, illegal mounted behind the rear body work, with some even having them mounted behind the rear wheels and on ‘wheelie bars’.

The current regulations for all classes, in relation to ballast, states; Any material used for the purpose of adding to a vehicle’s total weight must be permanently attached as part of the vehicle’s structure and may not extend beyond the rear of the body or above the height of the rear tyre/s. No liquid or loose ballast permitted. All vehicles are limited to a maximum of 90.7 kg (200 lbs) removable ballast or less as stated in individual class regulations.

JUNIOR DRAGSTER. Ballast: Removable ballast is limited to 25lbs (11.3 kg).


Competitors are reminded that any potential breach of the rules and regulations could incur a penalty ranging from disqualification, fines, suspension to possible tribunal action.

Second HEMI-powered Dodge to Join Team Mopar Australia

The opposition will see red when Team Mopar Australia launches a second HEMI-powered Dodge down the quarter mile in 2010. The second Dodge in red livery will give Team Mopar Australia an advantage in their goal to remain at the top of the Pro Stock Championship leader board.

Jason Hedges Racing Ready for 2010 Summernationals

In just three weeks time, the Jason Hedges Racing team will be hitting the track for the first time for the 2010 Calendar Year.
